Background
Ministry of Science and Technology of Taiwan (hereby “MoST”), set up Taiwan Tech Arena (hereby “TTA”) program to contribute to building an international tech startup ecosystem in Taiwan. Through collaboration with international startup supporting program, TTA recruit, provide mentorship and operate a platform for international startups to develop business and expand. Also, TTA organizes a series of international roadshow to build global connections with international startup ecosystems so as to help accelerate the growth of tech startups, build TTA as leading tech startup ecosystem brand and create economy effect. Request-for-Proposal Items
TTA is calling for proposals to set up startup supporting program to recruit startups and provide coaching/mentorship to them so as to achieve the key metrics of TTA: startup growth (new fund raised, effective business connection and opportunity made, etc.). The program could be (but not limited to) general accelerator program, corporate open innovation/venture building or prototyping support ones.

Qualification

Applicants must have the ability and track record to perform startup supporting program, in specific the connection and capability to help startup expand internationally
Applicants with existing collaboration with TTA would be considered in higher priority
Applicants need to set up a legal entity in Taiwan for the program

Review and Decision Process

The request-for-proposal is open for application upon announcement. Applicants must submit business plans in form of presentation and fill the online application form. The deadline for applications is 2019.12.15 5PM, Taiwan time.
Review and decision: TTA operation team (Industry Technology and Research Institute) will assemble an external selection board to review the applications and decide the grant amount. An on-site review meeting may be required. The decision will be delivered to the applicants by e-mail and the contract signing process would be followed.

Criteria for selection and grant amount decision
The applicants should submit plans addressing to the second item of this call-for-proposal. TTA will evaluate the plan based on the following criteria:
1. Credibility and tracking record
2. Collaboration plan with corporate
3. Supporting Program and Startup Team Growth Goals

Number of teams coached: for programs run inside TTA facility, the applicants must promise to support at least 20 startups annually
Capability of recruiting international startup: including but not limited to attracting high quality foreign startup companies to come to Taiwan, provide acceleration support
Startup Growth
Plan and goals to recruit and help international startup to set up operation or form effective business collaboration with Taiwan
Plan and goals to help startup raise fund
Plan and goals to help startup make effective business connection and deliver growth result
Plan and goals to support startup complete prototyping and market validation (if applicable)
Plan and goals to support the higher level goal of the Ministry of Science and Technology: to assist research result from schools and research institutes gets commercialized, including but not limited to the numbers of startups recruited and accelerated would be from research programs supported by the Ministry, etc.

4. Startup Ecosystem Building: the approaches and goals in energizing the startup ecosystem in collaboration with TTA, TTA’s partners and technology innovation and startup communities
5. The plans and goals of long term financial independence, including owned operating fund and business plan
6. Solid track record and network that match with the technology domain focus of the Program, which are AI, software and semiconductor
7. Creating Economic Benefits: plan to cooperate with startup ecosystem and industry in generating overall economic benefits such as increasing employment and investment.
8. Others: the jury will also evaluate how applicants can contribute to the overall goals of TTA:

Recruit and support at least 100 startups, of which include at least 50 originate from other countries
Provide resources and support to at least 20 startups to complete prototyping
Build effective business collaboration for startups and corporate
Recruit and support international startups to set up operation in Taiwan or form effective business collaboration relationship with Taiwan industry
Coach and assist at least 3 startups to complete external fundraising exceeding US$2M, and to help cultivate at least one startup grow with the valuation over US$100M
Create potential revenue opportunity, in specific from corporate membership, in collaboration with TTA to support TTA’s long term self-sustaining operation goal

Rights for Selected Applicants
1. Get grant per amount approved by the review committee. The ceiling of the amount that is going to be approved is 40% of the applicant's proposed input to the program. The review committee will determine the grant based on the content and the above selection criteria, including but not limited to the number of teams supported, working items of the program, if the cost breakdown and proposed budget are reasonable, and overall budget availability of TTA’s resources.
2. Incentive for investment: TTA would match up to 40% of investment (tax included) by selected applicants to the startups in their program (limited only to the startups that have registered Taiwan company) as a grant to the selected applicants

The grant would be capped at NT$2.4M per startup, and the applicant can only apply for the grant per startup invested
TTA will host a review committee to conduct review on semi-annual basis. The application process will be provided separately
TTA may decide whether to stop collecting the application based on the annual budget of TTA

3. Access to TTA: all selected applicants would get basic access to TTA facility including certain quota of meeting room and event space usage. Selected applicants who will rent space from TTA as main operating base would get extra space usage quota

Obligation for Selected Applicants

Submit a detailed operational plan for the program being applied for, describing statement of work, international resource introduced, approach to international market, linkage with domestic industries, expected result, amount of subsidy needed and plan of self-fundraising.
Execute the statement of work according to the proposed plan and follow the instructions of TTA program execution team to provide monthly implementation progress report, annual report, and new year plan; including fundraising, valuation, business collaboration and relevant information required
Core operation team of selected applicants who will rent space from TTA as main operating base should sign leasing contract and pay for rental and administration fees to the TTA space management team. The applicants should propose the seats required and the respective budget while submitting the proposal. The review committee will review the seat requirement per rationality to decide the number of seats that will be allocated to the applicants. Also, all the selected applicants, while using the TTA facility, should follow the regulation set by the TTA space management team.
Selected applicants should follow TTA’s rule to put TTA logo and identity in the office or event space related to TTA program
Selected applicants should not charge the startups in the program
Marketing: cooperate with the TTA program execution team to plan and handle various industry linkage and marketing roadshow activities; as well as to assist and cooperate with the program’s public promotion
Tracking report: it is required to track and provide the related progress of coached startup companies or teams, and to provide startups coaching record report
Plan execution evaluation and review: If one does not fulfill the obligations or does not meet requirements, the program will have the right to suspend the cooperative contract with the selected company

Others

TTA execution team reserves the right to change, interpret and terminate this selection rule at any time
The required documents for startup coaching record report, event report and other relevant documents, would be described in detail in the formal contracts with selected applicants
TTA execution team reserve the right to conduct audit, including but not limited to the actual expense and proof of execution

2020 Rental for TTA facility

All startups from the program by the selected applicants inside TTA, will get basic service package of TTA. If additional service or space is needed, the space management team will charge accordingly.

背景說明
為配合「青年科技創新創業基地建置計畫」（以下稱TTA）執行，打造國際級創新創業基地，將引進國際級加速器進駐基地。藉由加速器執行業務功能與加速器營運能量，辦理招募科技新創團隊、開辦創業加速課程、媒合國內外新創團隊和國內外企業促成實質商業合作，同時配合TTA進行國際廣宣路演，與臺灣加速器與創業生態圈建立長期合作關係，以期協助加速科技創新創業成功、並將國際加速器能量系統性導入臺灣加速器生態圈、為TTA建立國際能見度、創造經濟效益。

徵選項目
招募並引進輔導新創團隊，同時協助新創與企業取得實質商業合作、募資及事業成長；亦包含但不限於企業定向育成、原型試製等支持輔導計畫。

申請者資格

申請者須為具備執行加新創加速支持計畫能量、國際鏈結能量與實績者。
107年已進駐TTA之加速器或已與TTA合作進行新創團隊培訓計畫者為優先。
申請者須於台灣設立公司。

遴選審查流程

申請：本規定公告後即日起接受申請，申請者須至少提供涵蓋以上要求內容之簡報，與配合填寫TTA執行辦公室另行提供之申請表。申請截止時間為108年12月15日台灣時間下午五點整。
審查：由TTA執行辦公室組成外部評審團進行審查，執行辦公室並保留面審權利，後續將以電子郵件通知申請者結果，並啟動簽約或續約事宜。

遴選與資助金額審核準則
申請者應就本規定第二點所述之徵選項目提出輔導計畫，TTA將依以下準則進行評估遴選並決定資助金額。

專精產業屬性扣合TTA基地發展：過去輔導實績與業師網絡與人工智慧、軟體、半導體、IoT等領域相關
創造經濟效益：如何與台灣創新創業生態圈與產業合作、產生如促進就業、增進投資等整體經濟效益
其他審查重點(協助TTA達成以下年度目標)：

引進100隊新創隊伍數，其中包含至少50隊國際團隊
提供資源、協助至少20隊新創團隊成功完成原型品試製
每年輔導協助至少3間新創團隊完成超過美金兩百萬之外部募資、進而協助培育估值超過美金一億元之新創公司
輔導新創團隊與企業進行實質商業合作
引進與輔導國際新創團隊完成在台灣落地
與TTA、企業合作開設新創輔導加速相關計畫
引進企業資金、引薦其企業夥伴成為TTA付費會員(其相關權利、義務將另行溝通)

獲選加速器權利

營運資助：109年TTA可資助上限為申請者所提之總投入資源40%，科技部將依團隊輔導隊數、營運項目、費用經費編列之詳實性與成本合理性等決定資助金額 (新台幣含稅)。
獎勵投資資助：資助加速器投資參與其創業加速計畫團隊，及引進TTA之新創團隊 (僅限於新創團隊於台灣有公司登記者) 金額之40% (新台幣含稅)
